Differences between manga and anime
The episode
basically meets up with the manga's plot at the end, but still contains
some very significant changes.

In
the manga, Hiwatari was not in the scene where he appears in this episode.

Victor did not appear at this point in the story.

Accordingly, the
roles of Maruyama, Inukai, Busujima and Chitose have changed quite a bit.
They never formed a team like this in the manga: instead, Maruyama and Inukai
attacked the trio together, Chitose was mostly doing intelligence jobs and
Busujima was with Hiwatari in various little scenes, never an action scene... Of course, since
their roles are small anyway, this vastly changes the way that these
characters are going to be perceived.
Additional
stuff:

Hiwatari's attack in the beginning is of course new as he was not there in
the manga. Sadly, his attack only really serves to seperate
Kazuki from Tokiko and Gouta, and to render Tokiko incapable of fighting
for the time being, which again allows Gouta to lead his duel against Negoro, the
way it happened in the manga. Hiwatari as plot device? Aw.

The
sequence of the Renkin Sendan's fight against Victor is all new. Shuusui
was not even re-introduced into the story at this point. This may be seen
to be a problematic part.

Maruyama gets to comment on Shuusui's undeniable good looks. I sort of
approve, because I have had that theory that he'd like him...

The
manga did not show the outcome of Papillon against Ikusabe, while the
anime clearly shows Papillon leaving the scene as the winner, if only to fall
asleep from exhaustion in the middle of the road.
Missing stuff:

Papillon uses the same trick to injure Ikusabe and steal his spear, but
unlike in the manga, the battle ends with this. In the manga, Negoro
appeared at this point, causing Papillon to lose the spear and Ikusabe to
regain it, supposedly turning the tables once more. The battle's outcome
was not immediately shown in the manga. Of course, since Negoro is
currently elsewhere, he cannot interfere.

Tokiko during Papillon's fight.
